The short answer

Yes. Activated carbon is very effective at reducing chlorine and the taste and odor it causes, and a whole-house carbon filter treats every tap and shower. Systems certified to NSF/ANSI 42 are tested for chlorine reduction. Homes on chloramine, a longer-lasting disinfectant, need catalytic carbon rated for it specifically.
