In Michigan, public water systems are regulated by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) under the federal Safe Drinking Water Act, and utilities must publish an annual water-quality report. Groundwater in much of Michigan is hard, and iron and a hydrogen-sulfide (rotten-egg) odor are common private-well complaints. Private wells are not covered by those federal rules, so the EPA and CDC recommend testing your own water at least once a year.
